The European rural landscape has been designed for centuries by the art of the construction of dry stone walls and by the arrangement of terraced bands, becoming a cultural expression of identity common also to rural contexts geographically distant from each other. This contribution is about the enhancement of the tangible and intangible cultural heritage and acknowledgement of environmental sustainability principles. It deals with the relationship between new ways of conceiving urban environments and new strategies for urban regeneration in northern and southern Mediterranean cities. Our main research hypothesis will show how the cultural heritage is now the force for change in Mediterranean cities, and involves stakeholders, craftsmen, local inhabitants and consumers. In Sicily transhumance is still today - even if resized - a practice in which copious shepherds have to turn to, while in Sardinia pastoral mobility disappeared in the 1970s of the last century – however short-range movements remain still active. After outlining a brief historical framework of transhumance in the two islands, the speech would like to reflect on how the traits of history and identity of this practice are starting to change into a new cultural and economic resource, aimed at the safeguard and the valorization of an important material and immaterial heritage and at the promotion of experiential and sustainable forms of tourism.

The processes of institutionalization and objectification of post-agricultural can be made clearer by deconstructing and making the procedures triggered by the application of rules imposed by the transnational bureaucratic machine of the European Union problematic and conflicting. The construction of competitive narratives between local and global, which according to the dominant rhetoric would produce unequivocal locality, defined in its relational and contextual aspects, are the basis of the institutionalized development aid system which, just like in colonialism, becomes a field of cultural protest and construction of the neighborhood ethnorami.
